Rs 95 lakh spent on MLAs’ breakfast and lunch; legal action threatened

Right to Information activist Bhimappa Gadada has raised objections to the provision of free breakfast and lunch to MLAs during legislative sessions, stating that such an arrangement is not permitted under existing rules.

According to him, around Rs 95 lakh was spent on meals during sessions held in Bengaluru. Gadada has written to the government demanding that the amount be recovered from the Speaker and warned that legal action would follow if the money is not reclaimed.

He alleged that during the sessions conducted in February and July 2024, and March and August 2025, free meals and breakfast were provided to ministers and MLAs in violation of constitutional principles. Gadada has demanded the recovery of Rs 95,83,395, which was paid to hotels for food services.

Speaking in Belgaum, Gadada said that if the amount is not refunded, officials responsible for causing financial loss to the government would be held accountable and a case would be filed in court.

Letters have been submitted to the Chief Minister, Deputy Chief Minister, and Law Minister in this regard. Officials from the Legislative Assembly Secretariat have reportedly clarified that rules do not allow free meals or refreshments for members during Bengaluru sessions. Despite this, payments were made at fixed rates: Rs 650 per meal, Rs 325 for breakfast, Rs 200 for light snacks, and Rs 50 per cup of tea or coffee.

Gadada further stated that a case has already been filed in the Dharwad High Court questioning the provision of free meals to MLAs who receive daily allowances during the winter session in Belagavi. The High Court bench has issued a notice to the government in this matter.
