In a first-of-its-kind decision, Belagavi City Corporation Commissioner Shubha B has imposed a fine of ₹5,000 on officials for failing to clear 30 pending applications within the stipulated timeframe. Deputy Commissioner of Administration Udayakumar Talwar has been tasked with enforcing the penalties, causing concern among municipal officials.
Out of the unresolved applications, 25 pertain to trade licenses, while the rest involve account changes, building permits, water tap connections, and underground sewer linkages. These delays violate the deadlines mandated by the state government under the Sakala initiative, which aims to ensure timely service delivery.
After receiving a report from the municipal administration department highlighting the backlog, Commissioner Shubha B decided to take stringent action. Officials, including the Health Officer, Town Planning Officer, and Deputy Commissioner of Revenue, will each face a fine of ₹5,000 for failing to meet deadlines.
The Sakala framework requires local government bodies to address citizen applications within a specified time and regularly update progress. Monthly review meetings led by the District Collector are held to monitor compliance. Despite these measures, delays persisted, prompting intervention by the commissioner.
This unprecedented action reflects a firm stance on accountability and is expected to accelerate the resolution of pending applications.
